This was passed on Wednesday. The noises made by the dog will need to be continual for at least 10 minutes or sporadically all night. The noises have to be louder than an average conversation of 100 feet or more. This can be determined by police, animal control officials or three residents from different addresses that sign a complaint. This seems like it is going to be a little difficult to patrol. The point of this is not to go after dog owners it is for the people that let their dog sit outside and bark all day long. This is not only for dogs but in most cases they make the most noise.
