Missouri is known as the ‘puppy mill” capital of the country.  The Prosecution Bark Alert is known as the second phase of the states effort to stop unlicensed dog breeders.  This was adapted by Agriculture Director Jon Hagler.  With this people can report unlicensed breeders to Healy through email.  He is hoping to have Missouri lead the nation in cracking down on unlicensed breeders.
